1.1. Talk to Alcouskou in the right-hand room of the Thief Guild (Located at 154, 128). He will require items for Sprinkle Sand:

5 Fine Grit

Then he will agree to teach you, but first you must bring him a Leather Bag of Infinity from the merchant that sells them in Payon.

2. Talk to Bag Seller in Payon (Located at 91,77), and he will tell you to bring him:

1 Earthworm Peeling
1 Cobweb
1 Cactus Needle

3. Bring him these and he will give you 1 Leather Bag of Infinity. It's probably not a good idea to drop this special quest item on the ground.

4. You may now return to Alcouskou and ask him about Sprinkle Sand again. As long as you have the Leather Bag of Infinity in your inventory he will now teach you the skill.
