|plot= Charlie is a wandering hat maker by trade. He can help you create an Angeling Hat, a Phoenix Crown or an Emperor's Laurel Crown.

Charlie's Location

• Warp to Alberta.
• Walk west until you reach a bunch of buildings. Walk south, then east and go up the steps.
• Talk to Charlie (Located at 73 53) at the top of the steps.
• Bring him the required items needed to make the Phoenix Crown.
