Plot
Charlie is a wandering hat maker by trade. He can help you create an Angeling Hat, a Phoenix Crown or an Emperor's Laurel Crown.
NOTE: The NPC's option lists it as Phoenix Crown
Instructions
- Warp to Alberta.
- Walk west until you reach a bunch of buildings. Walk south, then east and go up the steps.
- Talk to Charlie (Located at 73 53) at the top of the steps.
- Bring him the required items needed to make the Phoenix Crown.

Complete this quest and you will receive a Chinese Crown.
