1. Go to Louyang Field 01 and talk to Jiu Lian Bu (Located at 195, 177) at the foot of the tall mountain. He will start talking about how he is upset by the amount of tourists that comes in the town and how he hates a restaurant that sells Dragon Breath Soup for a ridiculous price. Agree to help him steal some of the soup.
2. Go to Louyang and enter the restaurant (Located at 280, 165). Once inside, examine one of the pots to the left of the counter (Located at 50, 185). Stand behind the two employees to avoid getting caught.
3. Once you have the soup, exit the restaurant without getting caught. If you get caught, just take the pot again.
4. Go back to Jiu Lian Bu and he'll confirm whether your stolen soup is the right kind. It usually takes 3-7 tries to get the right one because it's random. Just keep returning with more soup until it's correct.
5. Once you have the right soup, he will offer to show you a "really cool place" after he sips the Dragon soup. He will warp you up. Talk to him. He will teach you how to shout.
