First you must make your way to the very first custom map you entered when you started the a_glast_from_the_past quest. This is cmd_fild03f, which had the small base camp of people, and the giant orb of light in the center.

He will tell you that he needs matches to light the beacons, but he has no more. He will ask you to bring him some Matchsticks
